In order to develop great compassion, you need an understanding of the Buddha’s teachings on how to develop compassion. Thus, being able to recite by heart and meditate on the teachings alone is not enough in order to achieve realization. You also need to have realizations with the support of the Compassion Buddha’s blessing.
